It's a row of disrespectful college students. They frequently block the road because they're to lazy to park, they litter often, fights, can't walk around the neighborhood without being loud and obnoxious, they can't read a speed limit sign, there's usually at least 1-2 broken down cars parked there. College doesn't care about the community so they just let it continue unchecked.
